Performance Management Program (PMP)

As provided in § 1400.1 of Chapter 14, "Performance Management" of the District Personnel Manual, the Performance Management Program applies to the following employees:

  • Non-unionized supervisory and managerial employees in the Career Service, including uniformed members of the Metropolitan Police Department at the ranks of Lieutenant, Captain, Inspector, Commander, and Assistant Chief;
  • Employees in the Excepted Service appointed under the authority of DC Official Code § 1-609.03; and
  • Employees in the Management Supervisory Service; and 
  • Non-unionized Career Service employees employed in the agencies under the personnel authority of the Mayor authorized for coverage under the performance management program by the Director of Human Resources on an agency-by-agency basis.

The District of Columbia's Performance Management Program is designed to be an objective and developmental approach to assessing employee performance. The PMP provides a framework for supervisors and employees to communicate with each other regarding work expectations, job performance, and career development and to recognize employee accomplishments and improve employee performance through training.

Upcoming Performance Management Program Deadlines Set

Please note the following deadlines for the Performance Management Program (PMP):

FY 2007 Performance Evaluation Deadlines:

  • Friday, November 9, 2007 - All FY 2007 Performance Evaluations must be completed in the online PMP by close of business (5:30 pm). Please be advised that the HR Applications Gateway will go down for routine maintenance at 8:30 pm that evening.
  • Friday, December 7, 2007 - All hard-copy PMP Performance Evaluations must be submitted to the DC Department of Human Resources' Performance Management Unit by close of business (5:30 pm) so that they may be reviewed and filed in each employee's official personnel folder.
FY 2008 Performance Evaluation Deadlines:
  • Friday, November 7, 2008 - All performance evaluations must be completed in the Online PMP System by close of business (5:30 pm). Please be advised that the HR Applications Gateway will go down for routine maintenance at 8:30 pm that evening.

  • Friday, December 5, 2008 - All hard-copy PMP Performance Evaluations must be submitted to the DC Department of Human Resources' Performance Management Unit by close of business (5:30 pm) so that they may be reviewed and filed in each employee's official personnel folder.
FY 2009 Performance Plan Deadlines:
  • To be announced at a later date
    FY 2009 performance plans WILL NOT be created using the Online PMP System, instead, the plans will be created in ePerformance, PeopleSoft’s performance management module.

Online PMP

The Performance Management Program is implemented with the Online PMP system. Online PMP is accessed through the new HR Applications Gateway. You must have a Gateway login and password to access the system. Select "Online PMP" from the Applications menu once you have logged in.
