Performance Evaluation System
 
Notice: The Report of Performance Rating (P.O. Form 12) has been revised for enhanced usability. "Enhancements At A Glance" details the changes made to the form.
 
PURPOSE

The Performance Evaluation System (PES), a system for the appraisal of employee work performance, was established to promote the effective and economical operation of the District government. This system provides supervisors with an opportunity to communicate performance expectations to their employees and to provide them with specific feedback about their performance.
 
APPLICABILITY
 
The Performance Evaluation System includes employees in these categories:
  • Unionized Career Service employees
  • Non-supervisory and non-managerial employees in the Career Service.
  • "Special Noncompetitive Appointees" within the Excepted Service, per DC Code § 1-609.04
The Performance Evaluation System, as set forth in Chapter 14, Part II of the District Personnel Manual (DPM) and DPM Instruction No. 14-4, provides the guidelines for District government employee evaluations. Additional information on eligibility can be found in the Clarification of Eligibility Procedures for the Performance Evaluation System Outlined in DPM Chapter 14, Part II*.
 
NOTE: Agencies with Career Service employees already converted to the Performance Management Program (PMP) should not use the new Report of Performance Rating (P.O. Form 12) to evaluate Career Service employees.
 
PROCESS                          
 
The rating period for the PES begins on April 1 and concludes on March 31 of each year (e.g. April 1, 2007-March 31, 2008). The Report of Performance Rating (P.O. Form 12) is used by supervisors to evaluate and document their employees’ job performance. Instructions on how to complete the form can be found on the new Report of Performance Rating (P.O. ENHANCEMENTS AT A GLANCE
The following is a list of modifications made to the Report of Performance Rating (P.O. Form 12).
  • No more “+”, “v” or “-“. Individual sub-factor ratings have been eliminated. A numeric rating will be assigned to each factor based on the parameters described under each item.
  • No longer use the Performance Rating Worksheet. Instead, the overall rating will automatically or manually calculate onto the Report of Performance Rating (P.O. Form 12).
  • A narrative justification and written explanation will be written for each factor that is rated, as well as an overall summary of the employee’s performance.
  • Highest rating category has been changed from “Outstanding” to “Role Model”.
  • Instructions on how to complete each section of the Report of Performance Rating (P.O. Form 12) have been added to the form.

Rating will be assigned to each factor based on the parameters described under each item. Individual sub-factor ratings have been eliminated. “+”, “v” or “-“ was assigned to each sub-factor and then a rating was determined for each factor.
Overall rating will calculate automatically onto the PES form. Calculations done manually will be easier. Performance Rating Worksheet was used as a guideline to determine the employee’s overall rating.
A narrative justification will be written for each factor that is rated, as well as an overall summary of the employee’s performance. Space was available only for a narrative justification and written explanation of the overall performance rating.
Highest rating category has been changed to “Role Model.” Highest rating category was “Outstanding.”
