Position Announcement 

Deputy Director, Office of Police Complaints

The Government of the District of Columbia is seeking a Deputy Director. The position is located in the Office of Police Complaints.  The Office of Police Complaints is an independent District of Columbia agency charged with investigating and resolving citizen complaints against Metropolitan Police Department and D.C. Housing Authority Police Department officers.

The incumbent reports to the Executive Director and assists in managing the day-to-day operations of the agency, as well as in overseeing the complaint investigation, conciliation/mediation and adjudication functions.  When the Executive Director is absent, serves as the Acting Executive Director.

 The incumbent will:

Report to the Executive Director; 

Determine complaint validity and need for dismissal, investigation, conciliation, mediation, adjudication or referral for criminal prosecution;

  • Review and edit the agency’s investigative reports;
  • Provide guidance on questions relating to the agency’s operations;
     
  • Oversee the recruitment and hiring processes for staff, law clerks, college interns and volunteers;
     
  • Conduct outreach and public education campaigns in the community;
     
  • Act as liaison with the Metropolitan Police Department, other District and Federal agencies, and citizen review agencies in other jurisdictions; and
     
  • Assist in preparations for District Council hearings, conferences, speeches and other presentations.  

The incumbent must possess:

  • At least five (5) years experience as an attorney.
  • A background in civil rights or other experience evidencing a genuine commitment to the public interest;
  • Excellent oral and written communication skills; and
  • Supervisory experience.

The ideal candidate will possess a bachelor’s degree from an accredited university or college, and have at least five years of expertise in interpreting and applying relevant laws, statutes, and regulations. Candidate also needs a JD and membership in, or eligibility to waive into, the District of Columbia bar.  Familiarity with law enforcement procedures and/or the criminal justice system.

Salary Range for the Position: $103,000 - $154,500

This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment.  Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
