Deputy Commissioner, Department of Insurance, Securities and Banking
The Government of the District of Columbia is seeking a Deputy Commissioner for the Department of Insurance, Securities and Banking. The Department of Insurance, Securities and Banking is responsible for executing District of Columbia laws to regulate the insurance, securities, and banking industries. Exercises statutory authority through licensing, financial audit of companies, rate regulations, service of customer service requests, administration of premium and retaliatory tax laws, investigations, registration of securities offerings and exemption filings, registration of investment firms and advisors and regulating rule making and inspection. Proposes policy, new legislation and revisions to existing laws and regulations.
The incumbent works under the general supervision of the Commissioner of Insurance, Securities and Banking and is relied upon to function with independence in developing program initiatives, accomplishing broad assignments and sharing in the overall accomplishment of the mission of the Department. The Deputy Commissioner consults with the Commissioner in the formation and implementation of major policy and programs. The incumbent:
- serves as confidential assist to the commissioner in carrying out assignments of extreme sensitivity in all areas of the Department’s operations;
- participates fully in all policy setting, establishment of program goals, broad program execution, and major program decisions;
- is involved on a day-to-day operational basis in the general direction and review of offices and subordinate bureau operations for adherence with prescribed policies and procedures;
- initiates recommendations to provide for the development and training of subordinates and evaluates subordinates’ performance;
- develops and implements policy used in the enforcement of insurance, securities and banking laws of the District of Columbia;
- plans and directs, in conjunction with the Bureau Chiefs, a refined and well coordinated insurance, securities, and banking financial and/or regulatory program; and
- accompanies the commissioner, or attends in his/her stead consultations with the Mayor, the City Administrator, agency directors, DC Council members, Office of the Attorney General, financial industry officials and attorneys, NAIC, SEC, NASD, CSBS, and peer regulators to propose, defend or refine all aspects of the Department’s regulatory program.
The incumbent must possess:
- experience in financial regulation and possesses a working knowledge of regulation the insurance, securities and banking industries;
- demonstrated in-depth knowledge of regulations pertaining to insurance, securities and banking industries;
- ability to perform and direct effective negotiations and competitive bidding procedures;
- extensive knowledge of real estate principles and practices, and in-depth understanding of the real estate market in which the base is located, extensive analysis of highly complex financial data, and the use of innovative marketing approach; and
- extensive experience in managing, leading, and providing direction to a diverse professional and administrative staff.
The ideal candidate will possess a bachelor’s degree from an accredited university or college, and have at least five years of expertise in interpreting and applying relevant laws, statutes, and regulations associated with the insurance, securities, and banking industries, as well as experience in managing personnel and resources.
Salary Range for the Position: $103,000 - $154,500
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment. Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
