Position Description

POSITION: Information Technology Spec, CS-301-09/11/12/13   

SALARY RANGE: CS-09-  $41,923 - $53,983
                           CS-11-  $50,510 - $65,126
                           CS-12-  $62,499 - $79,959
                           CS-13-  $72,010 - $92,782

BRIEF DESCRIPTION OF DUTIES:

Information Technology is responsible for supporting and maintaining the IT applications and systems of the agency; and for providing guidance and technical support in development of technological strategies and solutions which facilitate the attainment of agency goals and objectives. This position is responsible for planning, developing, implementing and administering systems for the storage, and retrieval of data; planning, designing, and implementing new/improved information systems and processes; and the development and support of new and/or existing applications software. The incumbent also serves as an analyst, responsible for assisting the manager in strategic planning, designing, maintenance and expansion of the agency geographic information systems (GIS) business environment. The incumbent also develops and administers data standards, policies and procedures; defines data flow and develops data flow diagrams/maps; and builds and maintains data dictionaries. Develops physical data models; and develops and implements data mining and data warehousing programs.

QUALIFICATIONS REQUIREMENTS:

All candidates must have at least one (1) year of experience related to the occupation that demonstrates ability to perform the core competencies identified below:

Core competencies needed to successfully perform the duties of this position are:

At the CS-09 grade level –
1. Ability to organize, monitor and facilitate the workflow of an office in order to manage, prioritize and complete multiple tasks under tight deadlines.
2. Knowledge of grammatical rules and required formats to ensure correspondence is correct and adheres to established requirements.
3. Skill in computer software, such as: Microsoft Word, PowerPoint, Excel and Outlook.
4. Ability to communication effectively both orally and in writing.

At the CS-11 grade level –
1. Describe your knowledge of concepts to implement and maintain highly efficient database systems, and resolve critical problems that require innovative solutions
2. Describe your knowledge of data methods, applications, and data acquisition, storage structure and retrieval techniques.
3. Knowledge of the principles, concepts, methods, and practices of the database management, covering a wide range of technology and applications, in order to plan, and manage database systems that respond to District government's requirements
4. Demonstrate your ability to speak and write clearly and effectively and to deal with others in a diplomatic but persuasive manner and advise management on new technological developments and techniques.

At the CS-12 Grade Level-
1. Knowledge of data processing and networking processing and networking policies, standards and guidelines utilized in the federal government, the private sector, and other state and local governments, and ability to draft such policies, standards, and guidelines for the District government.
2. Knowledge of the full range of such equipment and software necessary to develop and implement procedures and building and operation of data telecommunications networks.
3. Knowledge of Internet working communications principles regarding LAN-to-LAN and LAN-to-WAN bridging and routing.
4. Knowledge of data methods, applications, equipment, languages and data acquisition, storage structure and retrieval techniques.

At the CS-13 Grade Level-
1. Expert knowledge of and skill in applying analytical/evaluative methods, technique and practice in resolution of critical agency issues and problems.
2. Experience and familiarity with various computer systems' hardware, determining system requirements, including data communication, applications, services and trends.
3. Extensive knowledge of GIS development, system identification, and experience in Arc View and Arc Info, and other mapping software. Ability to debug programming codes and develop scripts using Python. Thorough knowledge of GIS system design and procurement
4. Knowledge of application software and other technical fields; and experience in programming using various programming language (e.g., Dbase, SQL, Oracle, etc.).

All applicants must describe specific incidents of sustained achievements from their experience that show evidence of the above core competencies. The responses to the core competencies MUST BE ON A SEPARATE SHEET OF PAPER and attached to the Employment Application or resume.

Residency Preference Amendment Act of 2007:

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
